Abstract

The Federal government and corruption were extensively discussed from a theoretical point of view. An investigation was made into the causal relationship between political, economic and social powers which act with comparable authority and generally materialize as unstable syntheses. The transparency of government actions - presented as the strengthening of institutions and of democracy - was analyzed as a contribution to a more democratic relationship between the state and civil society. Strategies were sought to define a program for the combat of corruption thereby highlighting corruption as a serious and structural problem in the Brazilian society and political system. An extensive government restructuring is required including legislative as well as political and administrative management measures to systematically improve the extent of transparency in government.
