Abstract

An important theoretical contribution was proposed by Atack in 1999 for the evaluation the legitimacy of non-governmental organizations - NGOs. Based upon his contribution a questionnaire was developed to evaluate two NGOs in the state of São Paulo. With the development of a systematic and structured sequence, a tool is presented which makes this theoretical contribution operational. Results obtained were then analyzed and compared with Atack's theoretical proposition.
