Degree of integration of Primary Health Care of a small municipality in the Health Services Network

Abstract

Integration of health care has been an important challenge in the provision of health care. However, Brazilian studies have not yet evaluated it objectively, only considering the large municipalities in their analysis. Therefore, the aim of this study was to measure the degree of integration (DI) of Primary Health Care (PHC) in the Health Care Network (HCN) in a small municipality. In order to do this, we elaborated, from the scientific literature and from technical recommendations on the subject, a matrix with 25 indicators, accompanied by their respective evaluation parameters and scored from zero to three points. To respond to indicators, scoring them, questionnaires were given to health professionals. In addition, we analyzed referrals for specialized exams and consultations. From the score attributed to the indicators, the DI was calculated by the ratio between the sum of the points received and the total of points expected, multiplied by 10. The extension of the DI was interpreted considering integration as a continuum. Results showed a very low average score per indicator. DI reached the score of 3.86, suggesting little integration of PHC in HCN and exposing critical indicators and difficulties for the integration in small municipalities.
