O Estado de bem-estar em Hayek e Luhman

Resumo

A teoria de sistemas sociais tem sido alvo de críticas que veem em suas premissas um conteúdo político considerado neoliberal: partindo de uma visão estereotipada do conceito de autopoiese, segundo a qual a economia funcionalmente diferenciada não pode ser determinada pela política, inferem uma preferência pelo livre mercado. O objetivo deste artigo é apresentar um confronto entre as visões de Hayek e Luhmann, tendo como fio condutor as respectivas considerações sobre o Estado de bem-estar. Enquanto a crítica neoliberal se converte automaticamente em uma defesa moral do livre mercado, a teoria de sistemas permite (via acoplamentos estruturais) uma discussão mais acurada das relações entre política e economia e um diagnóstico consistente do welfare state.
