GOVERNANÇA DOS RISCOS E OS AQUÍFEROS TRANSFRONTEIRIÇOS

Resumo

Os órgãos internacionais concebem a crise hídrica como um problema de governança. Com base nessa premissa e utilizando o referencial teórico do risco, o presente trabalho analisa o significado dessa governança, sua relação com os riscos hídricos que ameaçam os aquíferos transfronteiriços e os instrumentos gerados no cenário internacional para a sua governança. Apesar da ampla aceitação, a governança hídrica é um conceito em construção, cujo potencial de combate aos riscos é dúbio. Os instrumentos internacionais criados para a governança dos aquíferos transfronteiriços são frágeis e carecem de legitimação.
