Abstract

During the nineties many government companies underwent privatization and a large number of concessions of public property were made to private management. Irrespective of the appraisal of success or failure of these undertakings, in the beginning of this decade, and more specifically during the Lula government and the theoretical concept of the former Planning Minister, Guido Mantega, the relationship between the public and private sectors has been redefined as Public-Private Partnerships (PPP). This article assessed pre-requisites for implementing this new model of PPP in the city of Araucaria. Nineteen relevant social actors were interviewed about different aspects of possibilities and local requirements. Data were given qualitative treatment followed by quantitative analysis, based on a study of exploratory characteristics. Results indicate a widespread lack of knowledge about the law and concern about the future planning of the city.
