AbstractEvaluation of public promotion of social and environmental issues in relation to innovation has been restricted to reporting successes and investments made. The recent past has not favored evaluations by the public agencies. Now, however, the robust economy, dramatic climate changes and the evolution of society encourage an expectation of effective monitoring and evaluation. Therefore the need for these promoting agencies to comprehensively evaluate social and environmental impacts of their actions is addressed in this work
