Abstract

Literature was reviewed to define a conceptual model for development and test in order to determine the proper degree of decentralization for the organizational structure of the Microcatchment Program of the State of Sao Paulo. Program managers and the Technical Director for Rural Development of the town of Itapetininga were interviewed according to a set of guidelines. The model adopted was shown to be appropriate and recommended partial decentralization. Analysis showed that duplication of resources for the partial decentralization was justifiable where secondary roads are necessary for transport of agricultural products. In conclusion the model used showed potential for further improvement in the degree of decentralization.
