Abstract

In recent years evaluation of education is growing in importance. Evaluation of graduate programs in Brazil is considered to be one of the most modern and efficient systems in the world. The CAPES system has been fundamental for preparation of top level human resources and effective development of science and technology. Criteria and indicators evaluate the quality of programs and identify areas that the government wants to develop. A multiple case study of four public and private graduate programs at different stages of development were made to analyze use of this system for the programs. Interpretation of information obtained utilized the techniques of grouping and cluster recommended by Miles and Huberman (1994). The mandatory accreditation system and requirement to fulfill quality requisites for each level of ranking were shown to be the most important strategic orientations for programs, especially regarding quality criteria of faculty, student body and alumni as well as intellectual production and social insertion.
