Quality of Products and Services in Biddings of Lower Price Modality: A Study in a City Council in Rio Grande do Sul State

Abstract

In the administration of companies, public sector organizations are often another matter altogether, because they present a number of peculiarities in their management, such as the legal requirements in carrying out their activities, the need for greater transparency, the obligation to perform purchases of products and services in bidding procedures, among others. This article aims to conduct an assessment of the quality of products and services purchased through bidding procedures of lower price modality in a City Council in Rio Grande do Sul State, as well as raise the main bidding procedures, study the laws in force and the most commonly used modalities in bidding procedures in the institution. For this, a questionnaire was proposed to a sample of 72 employees of the City Council in study, in order to determine their perception about the quality of products and services purchased. Regarding methodological aspects, the work is classified, concerning its nature, as qualitative and quantitative, and descriptive concerning its purposes, and was developed through a case study regarding the technical procedures. The results revealed that the quality level of products is satisfactory, leading us to the conclusion that the products perform well the work for what they are acquired; however, they are still of inferior quality, and legal procedures are needed in order to improve their quality.
