The structure and function the Participative Budget and the Solidary Governance of the current municipal administration in Porto Alegre were briefly compared. The relationship between these two participative programs was analyzed considering that they originated from different political concepts. These programs are not in parallel but dispute participative jurisdictions so much so that one could even supersede the other during the course of this municipal administration.Downloads
