Incorporação da Política de Atenção Integral à Saúde no planejamento territorial de saúde dos departamentos colombianos, 2021

Introduction. The purpose of the Comprehensive Health Care Policy of Colombia is to guarantee the fundamental right to health. This policy is implemented in departmental and municipal territories using their own health planning instruments. The objective of this study was to analyze the incorporation of the policy in the territorial health plans of the departments of Colombia. Methods. Documentary and qualitative study where common thematic axes in the analyzed territorial plans were identified and characterized. Results. Eleven territorial health plans were analyzed and two themes emerged: normative-conceptual and strategic-operative. In the first issue, four national standards guide the health plans of some departments while in others only two or one. Conceptual incorporation is only partially evident in these territories. In the second topic, not all the departments have objectives, goals or strategic indicators that translate the normative or conceptual orientations into actions to carry out the policy. Discussion. The Comprehensive Health Care Policy is incorporated heterogeneously in the departments, in regulatory, conceptual, strategic and operational terms. This can be explained by the lack of an implementation plan, considered in the regulations, and by the weak coordination with other policies.
