Legal and regulatory basis for structuring data monitoring on violence against LGBTQIA+ Community in Ceará, Brazil: A documentary study

Abstract

Social orders based on cisgender-heteronormativity lead the population of Lesbians, Gays, Bisexuals, Transgenders, Queers, Intersex, Asexuals and other non-cisgender and non-heterosexual (LGBTQIA+) identities to context of exclusion, invisibility and violence, therefore it is necessary to observe the data product in this regard Objective: to describe the legal and normative bases for structuring the monitoring of data on violence against the LGBTQIA+ population in a federative unit in the Brazilian Northeast. Methods: This is a descriptive, qualitative documental study, with national and state documents on the production and monitoring of data on violence against the LGBTQIA+ population in the State of Ceará. The selection of documents was indicated through interviews with 24 key informants, selected by snowball sampling. The final sample for the analysis corpus consisted of 28 documents from the years 2001-2022. Results: Of the total, 18 documents were published from 2017 to 2022 (64.3%). 2021 stands out with 6 documents; 2018 with 4 and 2017 and 2019 both with 3. In Ceará, important publications appear from 2017 onwards with the tensioning of the social movement in favor of the LGBTQIA+ cause, social participation is present in the state by minimally filling the lack of representation in political decision spaces.
