Conflitos e parcerias em torno de projetos socioambientais

Resumo

Este artigo analisa os embates em torno de projetos socioambientais financiados pelo Banco Mundial desde o início dos anos de 1980. Para isso, volta-se para as relações entre o Banco, o Congresso e o governo norte-americanos e ONGs atuantes nos Estados Unidos. Argumenta-se que o Banco respondeu às pressões externas em matéria socioambiental crescendo e fazendo mais, mediante um processo conflitivo e contínuo de estiramento institucional e mudança incremental que acomodou tais pressões no paradigma dominante. Por outro lado, a confrontação que marcou as relações entre o Banco e as ONGs nos anos de 1980 cedeu lugar, nos anos seguintes, a parcerias institucionais em torno de projetos e programas, na esteira da neoliberalização dos Estados nacionais.
