Abstract

DEVELOPMENT considered is its pluridimensionality and democratization understood as expansion of positive freedoms, effective appropriation of all human rights and universalization of citizenship are but two facets of the same historical process. Both the history and the theory of development should be reconceptualized accordingly. A citizen report on human condition could be built using as entry-points the appropriation of selected rights by different social groups.
