O recadastramento biométrico reduz participação política?

Resumo

O recadastramento biométrico, considerado um custo adicional para a participação na eleição, pode representar um constrangimento no direito ao voto. Por outro lado, pode ter repercussões relevantes ao coibir a fraude nas eleições. Avaliamos o seu impacto na participação eleitoral com uma regressão de diferença em diferenças (DID), comparando municípios que aderiram antes ao recadastramento biométrico com municípios que aderiram depois ou nunca aderiram. Abordamos preocupações recentes na literatura com tratamentos escalonados e usamos métodos robustos às tendências não paralelas. Concluímos que o recadastramento biométrico foi bem-sucedido em reduzir o número de registros eleitorais sem afetar a participação de eleitores reais no processo, o que plausivelmente pode representar uma redução na quantidade de eleitores fantasmas nas eleições brasileiras.
