Abstract

The possibility of a cooperation framework among the emerging powers of the so-called BRIC countries? Brazil, Russia, India, China and South Africa? presents a new perspective for ordering the globalized world of the 21st. century. More than two decades after the end of the Cold War (1949-1989), that conditioned during more than a generation the operation of the power axis and the international relations in the world at large, the present situation of internal crisis in the United States and the European Union render same less capable and less prepared to be present abroad and created a vacuum of global governance, which may be performed by this group of countries, representing half of the population of the entire planet.
