Abstract

This paper aims to discuss the popular participation in health concils and the role of communication and information in this process. Hence, it is able to understand the different sorts of ways that the social actors, which are presented there, act and interact with the objective of deliberate, inspect and interfere in the operation of Sistema Único de Saúde. The hypothesis is that the asymmetric social relationships, which are presented there, determine the reach and the communicational and informational limits, defining and making the popular participation difficult, and, simultaneously, the exercise of public control.
