Notas sobre os determinantes tecnológicos do catching up: uma introdução à discussão sobre o papel dos sistemas nacionais de inovação na periferia

Resumo

Partindo de uma discussao dos determinantes do progresso tecnologico e de suas
especificidades em poises perifericos (distantes da fronteira tecnologica), este artigo sugere que processos de catching up sao consequencia do desenvolvimento de uma capacidade interna de absorgao de tecnologias geradas nos paises lideres. Essa capacidade de absorgao se apoia na atividade das firmas (em especial, das nacionais), consideradas aqui como locus da acumulagdo tecnologica. Inovagdes institucionais constituem-se em importante pre-requisito para essa capacitagdo. Ao definir os elementos constitutivos da capacidade de absorgao especiflca-se a singularidade do papel de um sistema nacional de inovagdo em um pais periferico.
