Abstract

This paper is an account of the purpose, the programme and the setting up in 1990 of Development Centre for Urban and Community Equipment (Cedec, for short in Portuguese) run directly by the City Council. It also discusses the use of reinforced mortar in the production of light precast modules for application in workers housing and low-cost infrastructure.
