Abstract

This review seeks to describe the work of characterization of the exclusion conditions of Brazil's urban peripheries, according to Fernandez’s research. By combining quantitative and qualitative elements in her study, she manages to diagnose the dimensions in which the satisfaction of economic and social rights is deficient, and also to identify which factors may contribute to its increase. Thus, the author builds the Economic and Social Rights Satisfaction Index (ESSI) and realizes that the community trisetorials alliances, that is, focused on social organizations rather than on the State or on the market, as essential to the formulation and implementation of successful targeted policies in these areas of social segregation.
