Abstract

After 17 years of SUS institutionalization on brazilian constitution, its annual definition of financing is not free of conflicts. These conflicts take place in the struggle by resources between the different areas of Social Security and / or in tje appealing attempts of the economic government team in reducing its expenditure or in changing the definition of what is understood by public health services and actions. Even after the Constitutional Ammendment 29/2000 approval, the objectives of Lula government economic policy restrain its development, placing in shock with the fundamentals principles of Social Security as well as SUS. This article traces the sinuous ways of Social Security and SUS financing, giving emphasis to the existing conflicts with the economic area of FHC and Lula governments.
