European lobbying: scenario and bases for its development

This article presents a vision of the principal communitarian institutions and their decision-taking processes, which explain the complex framework that makes up European Union’s system, proceeding to analyze the reasons for practicing lobbying in it. The principal question, in addition to the interests involved, is the complexity of the deciding system, which is more fragmented in terms of organization, less integrated hierarchically and more competitive than the Brazilian systems, which favor much more accessibility. The analysis of this accessibility closes the article.Downloads
