Abstract

The concession of water and sewerage, operated by the company Aguas Argentinas (1993 – 2006), was a turning point in the management of urban services, but the concession also revealed some constants that structured the relationship between metropolitan networks and local public action. This work aims to restore the various scales in which disputes over access to sanitation services were settled in three municipalities of the metropolitan area of Buenos Aires. The central theme is the territorialization of sanitation policy and the different values given to networks by local power.
