The author deals with the social policies and rights, in Brazil, which are subordinated to the wills of the roling classes, that are submitted to external pressures in the period between the declaration of a Constitution and the immediate proclaiming of its reform. He emphasizes the importance of the assurance, by the state, of the social rights included on the Constitution od 1988.
