Abstract

This article discusses the program NoAR made by young persons of the popular classes of Fortaleza and conveyed in the
public TV of the Ceará state. The questions that orientate the reflection are the means of preparation of a counter-speech that leak to the discursive order from the constituent practices that these young persons establish in their daily lives.
